Every producer shall ensure that end-of-life vehicles are channelized only through registered dismantlers and recyclers and shall meet the annual EPR targets as prescribed by CPCB.
The rule establishes a digital EPR portal, mandatory registration, target fulfillment, credit mechanism, reporting, and penalties for non-compliance.
Who is a “Producer” under the Rule?
As per the rule, Producer includes:
- Manufacturer of vehicles
- Importer of vehicles
- Brand owner selling vehicles under own trademark
All such entities must register on the CPCB EPR Portal before placing vehicles in the Indian market.
What is an End-of-Life Vehicle (ELV)?
An ELV is a vehicle which:
- Is no longer registered, or
- Is declared unfit by the registering authority, or
- Is voluntarily scrapped by the owner, or
- Has completed its statutory life as per government notification.
